There are a number of methodologies to accomplish this and many companies that would like to assist (including mine of course). But I think what you are looking for is not so much a 3rd party cleansing service ( which generally clean the high level MD but generally do not help in "unraveling the intertwined transactional messes based on the records you need to obsolete). But a way to do it without disrupting the business as well as to have the ability to sustain it forever.
So In my opinion you need 4 things both to accomplish this (and several you have already mentioned) Policies/rules/ standards (which required technology to communicate and manage, but I suspect you already have the software in place, its only the design you need - I normally use SharePoint or SQL with the portal for this) + a sustainable and secure process which may or may not require additional technology depending on the dynamics of your environment + a way to monitor in an automatic or semiautomatic and very organized way (there is much technology available for this from 10k to 0.5 million. The trick is transparency and query organization. I leverage the ASUG DQ Metric taxonomy for this.)
Lastly you need the business organized around this.. and thats more than I can fit into this post.
Success from my point of view is more about teaching and coaching your company once they have their initial foundation than spending tons of money on advanced tools (at least in the beginning). Focus on a good balance between policy, process, monitoring and the organization before shooting for perfection in any one alone.
