Thomas, I am not aware of any standard ABAP to do this. We ended up writing a custom ABAP using standard BAPIs to lock & delete accounts that go unused. We run it on all our instances including dev & qa systems. On those, we relax the policy a bit since a person may not use them for a month at a time.
