This looks like a Schedule Line Agreement scenario from the MM / Purchasing side. You can try going over the configuration nodes in SPRO [SPRO >Materials Management>Purchasing>Scheduling Agreement]...Not sure if this can be addressed through standard 3rd Party Sales scenarios set up in SD.
