This is how standard SAP works and this option has been provided so that the users can modify the address of the different business partners directly at the transaction Header level instead of coming out of the order and changing the address in the Customer Master. The changes are updated at the order item level as well. The address changes in VA01 / VA02 however do not directly update the CMR.
The header level address screen can be controlled by user authorisation for selected users. Take help from BASIS on this.
