No, you cannot create any Cr Memo Req / Cr Memo in SAP without entering any material no at the item level. Suggest creating a dummy material for this and manually entering the price at the condition level. You can use std text determination to add the free text and have the logic in the print prgm to read and display the same in your forms [fm: READ_TEXT]
