Hi Wendy,
Not sure what are your reasons for "holding a material and its stock", I suggest to use stock transfer from "unrestricted" to "blocked" stock. With this status, users will not be allowed to perform Goods Issue on it. Depend on what kind of blockage you required, in material master, there are a few fields to handle them. Maybe, you can provide us with more details.
