[sap-hr] Email notifications / dynamic action

I have our system set to send an email when a person is hired or rehired. It's based on:
0001 04 1 P T001P-MOLGA='10'
0001 04 2 P P0000-MASSN='01'
It works fine but, when a new IT0001 is created, because of a new cost center or some other change that causes a "create", the email is being generated again. How do I configure the dynamic action to only send email during intial HIRE/REHIRE action? I tried basing it on when IT0000 is created but then the email is blank because IT0002 hasn't been processed yet.
