I am afraid that initially Adobe Form will require more development efforts (unless you hire someone already skilled with Adobe Forms). Also, some basis works will be necessary to configure Adobe Services on the application server (if your basis team has not done it yet) - this includes some Java stack configuration, printer configuration, etc.
Nevertheless, the design capabilities are much more reach than in SmartForms; and you can import MS Word documents while designing an Adobe form to create the same design of the document. Also as an output you get a widely adopted PDF format. __.____._
