Have you thought about getting the managers to set up active or passive
substitutions? That way, planned or unplanned absences can be covered.

[sap-hr] Can you change a leave request manager after it is sent
We have an issue where an leave request is gone to their manager to
approve. For numerous reason such as manager on holidays themselves, is it
possible to change the leave request manager to the workflow administrator
or another manager so that they can approve the leave request.
