Rule $$RD is making a decision on the processing class 17 value for the wage type.
ROUNDGK100ADDWT * means:
ROUNDGK100 -- Round the Amount field (G) either up or down (K = commercial rounding, which is down for values from 0-4 and up for values from 5-9) to the next while number (based on the 100, given that we have two places past the decimal point).
ADDWT * -- add wage type to the OT as is.
