Hi,

OK, then you're on an acceptable level.

Did you try to shutdown and start the DB from SQLplus?
You should get some interesting error messages there, because the ORA-01033
message means that the database is initializing and it seems like the
database is not starting correctly at all.
Did you check the status of your Oracle Listener?

Why do you not want to tell us your DB patch level?
It's obviously a DB problem and we need to know your patch level to provide
any help.
