[sap-log-mm] Block Schedule line creation if Scheduling agreement is not released for LP doc type

Hello all,
i want to know a method to block the creation of schedule lines(me38) until
the corresponding SA(me31l) is released. thus schedule lines should only be
generated after the SA is released. is there any way to do that? currently
the SA release sets the block at GR level. can we set this at schedule line
level?
