(1) there is a DIP processor guide on SDN/OSS that can help here (dating from 2001, it is still valid ...)
(2) No, ECP is an aide, but you can "cost" in any other plan too -
(3) No, but probably you want if the ECP is a rough cut plan :)
(4) reuse, yes, but customer identification and stuff may annoy in you reporting ? otherwise close it as "clsd" / functionaliyy stabilized :)
