Hi,
Not recommended as the HR Master Data is for employees who are unique by their personal number.
One of the simplest ways is to keep these pre hires in the legacy and have a daily batch job to upload into sap once they are flagged as to be hired.
In the future even if the client goes for the recruitment module, you could load the history.
