Hello Aakash,
The difference is between the so called self-services and SAP delivered
services. The GoingLive (GL) services (nowadays CQCs) would fall into
the second category (under Enterprise Support!).
There are SAP Notes describing the particulars for GL services,
depending on what managed system or Solution you want the GL service
delivered for.

The prerequisites (from registering a solution to SAP to service session
preparation) please find in SAP Note 1323405. I recommend this Note. It
outlines all the details...
