[sap-hr] Taxes Not Posting in 3rd Party

SAP Gurus,

We are implementing SAP ECC 6.0, and are using RCIPE01 for posting to FI. Taxes are posting when I run RCIPE01, but I can't get them to post when I run RPURME00. I have configured all of the taxes to post to 3rd Party. I have assigned HR payees to Vendors, and wage types to the HR Payees. All the tax wage types are set up in V_T7US3PRTXSYMKO for FI posting. T770S is configured properly also. Other payments such as garnishments, and union dues are posting in 3rd Party. I don't know what else to look at. Can anyone offer me any advice?
