In case of services you can do the service entry sheet using 'ML81N' tcode, this will resolved your concern.

We usually have an annual service PO particularly for Utilities Vendor. The GR/invoice is done monthly.The unit rates and the qty varies on monthly basis. How can I capture both when I do the GR? Or is there a way to create a PO to handle this?
