May be workbench/manual transport request will work. Create an empty transport request and select the work bench radio option and then whilst creating the CCTRs, include in the transport. I have done this for other master data but not CCTR but try it and see.

You could also ask your ABAPER to change the table class for the CCTR table temporarily.

Someone had mentioned that we can transport the cost center and cost element master data. Could I please know the procedure?......Many thanks !
