Create a report query based on table EBAN. This table carries fields 'release status' (EBAN-FRGZU) and 'processing status' (EBAN-STATU) and if you select reqs by those which have a release status that is complete (according to your release strategy setup) and processing status that is not "B" (PO created) and/or not "L" (schedule agreement created), then it will only return reqs that are approved but have no PO/Sched Agreement against them. (Where a PO has been created this table carries the PO no.).
