Hi Praveen,
You can maintain different language description for same PT with different language log in. So if you maintain Z001 with English description then also maintain chines description by logging in with Chinese language. SAP will automatically populate the respective language description when you login with that respective language.

At TCode OBB8 select a payment term and use the menu GoTo -> Translation and select your language. The language follows the logon language (not the currency).
