CUA, GRC, IdM and other non-SAP applications) in place.
I agree with Greg and Rory, except that if there is no automation, 1
security resource for every 1k-1.5k user IDs.
There are a number of methods for increasing the efficiency of the
security team, depending upon your organization's specifics.

How many SAP security staff members should a company of 4,000 employees (and growing), with over 1 billion in sales have?
We are new to SAP and our consultant is rolling off. With upgrades, new projects, new and terminated employees the three of us are pretty busy, soon to be two.
Any help would be appreciated.
