That can either be web dispatcher (free to download and use from SAP Marketplace) or it can be some other load balancing option (such as an F5 device). For web dispatcher, the easiest and simplest would be to install it on the server where your central services instance is running. We have done this in the past. You can also install the web dispatcher on its own server. (We have done this as well.) This gives you more options for high availability, and also reduces the load on the central services server. We are in the process of replacing all of our web dispatcher instances with F5 devices. So far this has worked well for us.
