Use a group condition at item level
What if your access data varied at item level - how would that be applied
for the header?
There is no determination at header level so you cannot change that - even
for a condition that is manually entered on the header it is still
distributed to the item level as that's where pricing applies - the header
screen is just an accumulation of that item data.
