Greetings,
Are you using the BAPI_TRANSACTION_COMMIT call after the creation of the order? If so, are you using the WAIT parameter with value 'X'? You may also try the WAIT UP TO X SECONDS command to set an explicit length of time the program can delay processing before continuing. You must have a large amount of customization in the background, it should not take that long. Perhaps you have sourcing from enhancements behind the scenes creating related purchase requisitions, etc. This is sometimes the case when there is a long wait.
