[sap-basis] Average Dialog Response Time is too high

My SAP version is 4.7, My Database is Oracle 10g, operating system is RHEL 5, My Database Size is 700 GB, RAM is 16 GB. IBM x 3500 M2 Server.

The average Response time for Dialog steps is around 3000 ms. How to reduce it to 500 ms. When my Data size is 500-550 GB the average response time is around 500 ms.

Please suggest.
