You should have used TMSTA-7/9 instead of 0 for no payroll integration. Now with TMSTA 0 without time evaluation using RPTQTA00 you can still be able to accrue all leaves in advance in backend. If your absences are properly configured to get them displayed in ESS then Define how att/abs quotas also can be displayed for specified rule group For each combination of ESG & PS Grpg assign Ab Qt Types with partial and total entitlement options as required. Select the absence quotas for which the current entitlement and the current accrual entitlements are to be cumulated.
