I changed messages as per your advice and I could post transaction, just for future reference to our colleagues changes are as follow:

Area: FF
MSg: 760 Tax amount for tax rate 0 W W E
Msg: 787 Tax does not equal 0 when tax percentage rate is zero W W E

Now I need to check tax reports and GL posting and compare to other system (PRD working in 4.6) and try to find any differences.
