Is there a standard program for what you ask? - No.
Can it be done by an ABAP programmer? - Yes.
IF this is a business requirement and you do not have the internal resources to complete the requirement you will need to engage a contractor to complete the programming.
There are many ways for SAP to send emails both internally and externally.
