If you want to go for any standard tool, then I think you could post in a functional group (HR? or FI?).
If you want to mail using a program, then there are some good examples on the net. Just search for SO_DOCUMENT_SEND_API1. Please, note that there are some other standard functions that call this FM and are being used too.
In particular, I've found out there a report (google with "Report SENDLIST") that sends mails with attachments of texts and reports.
On the header of this report you can find this comment:

*& Sample report from note 190669 for sending lists via SAPconnect
*& for releases as of 6.10:

*& 1. Use so_document_send_api1 instead of

It will better for me if there is any stander tools ,if there is any program that I could run it in background that will read all processed payments and send notification for user, if there not, I will appreciate if you could advise me how I could do it.

And ... how do you eant to solve this issue?
Do you want to write a program? Or do you want to use a standard tool?

Actually it doesn't, what I am trying to find is how we could send email notification for our employee (individually) for any payment release for them. (salary of off cycle payment)
For example, if employee applied for car loan and it get process by FI how he could receive an email for notification.
I appreciate your concern

Dear all
Our business team asking about the possibility of send notification for
users for any payments made, for example if I have apply for car loan after
payment processing the system shall send me notification says ?A payment for
xxxxx (type of benefit or claim) has been processed the details are
available on your portal?
If there is any program in SAP that I could use to do this?
We are using SAP ECC 6 & SAP EP 6
I appreciate your quick response in this matter.
